• Combine economic development and community development based upon the capacity of the community to meet scale at various levels by utilizing local assets
• Focus on local ownership and use of local and regional assets
• Create opportunities for upward mobility of the community and promote leadership development
• Create wealth while strengthening the community on the local level and foster upward mobility for the region
